APPOINTMENT : Basis, Type, Residence, Orientation Period

Basis

Appointments shall be made based on the qualifications of applicants as ascertained through fair and practical selection methods, which may include testing of job knowledge. An offer of employment in some job classifications may be conditional upon the employee passing a medical examination.

Type

Appointments shall be designated either regular or temporary.

A. Regular full-time employees are those who are scheduled to work a minimum of forty or more hours per week on a regular basis.

B. Temporary employees are expected to remain employed for only a limited period of time (such as for the summer) or for a special job task or project. Temporary appointments of more than six months may be made in situations when a position is left vacant by an employee on an approved of Leave of Absence.

C. Part-time employees are those who are scheduled to work at least twenty (20) hours per week but less than forty hours on a regular basis. Temporary part-time employees are those who are scheduled to work less than forty (40) hours per week and are expected to remain employed for a limited period of time or project.

All appointments must be approved by the City Manager before being offered to the prospective employee.

Residence

City employees are required to reside in the Continental United States, but are not required to live within the Brownsville city limits. Employees likely to be called back to work in cases of emergency may be required to reside within reasonable commuting ranges of their places of work. The City is not responsible for any costs incurred for commuting expenses to and from the place of employment under normal or emergency conditions.

Orientation Period

The orientation period is a time of learning and acclimation for the employee. It also provides the employee's supervisor an opportunity to review the employee's skills, abilities, performance, interpersonal relationships and other job related factors. Within the orientation period the employee may receive counseling and/or written evaluation from his/her supervisor. If the employee satisfactorily completes the orientation period a written evaluation will be provided the employee confirming the employee's satisfactory progress. All new or rehired full time or part time employees must serve an orientation period of 6 months.

Department Directors in consultation with the Human Resources Director may extend the orientation period for up to an additional (6) six-month period. An employee may be dismissed from City employment at any time during the orientation period. The employee has no rights of appeal, grievance or other remedy or recourse in regard to his or her termination during the orientation period.
